I can see that alot of people are suggesting Alienware, but the price to system config ratio is horrible. In other words, there are a huge amount of companies that would pay less to give you the same system. Therefore I suggest you go for your own configuration laptop which you can do at sites such as http://www.sagernotebook.com/. Because they allow you to pick your own specifications as well as having a huge list of products (all of which can be configured), you can basically "build" your own laptop as you see fit.
References :
Don't Understand how people can say "I want to buy a laptop for gaming and not have it cost a fortune" The price of glass went up so good luck there, and it's a laptop for f*ck's Sake, it's going to cost a lot. Anyway I recommend Alienware, I have the Alienware M17x laptop but I have the r2 and the R3 just came out, Mine had overheating issues but I assume it's resolved in the new one considering they stopped the issues with me for good.
References :
I think what you are looking for is a liquidator. Liquidation.com is a good place to start, I have used them before in my eBay store.
References :
The most important thing to check for considering that it's a "professional engineer" laptop is the video card. They sometimes have either NO video card, or a different video card that's not suited for gaming. Find out what card that is, and see if the sims 3 will support it.
References :
This depends on how new this laptop is. If it is a recent model, say from last year, then you might have a fighting chance. Anything older, might not have the graphics needed to play Sims 3 comfortably. Laptops set up for engineering are not necessarily great for gaming, as they are intended to run programs geared toward its use, rather than graphics. Engineering programs use graphics of course, but nothing as demanding as what video games ask for. Which is why I mentioned how new it is. Chances are you might be lucky, and end up with a laptop that has a recent card that will handle your game.

Fingers crossed X
